A blockchain protocol is a set of rules that defines the mechanisms by which all participants of a blockchain must interact with each other.
In order to function, a blockchain network must agree upon a set of predefined rules regarding how the blockchain will operate, referred to as its protocol. These rules may include what the consensus algorithm defining how nodes will interact with each other will be, how the blockchain will be governed, what actions will be penalized within the network, if there will be inflation within the network, and what application interface the blockchain will have, if needed
